General Field Services & Maintenance

Project Statistics:

General maintenance contract with Phillips 66 Pipeline, which includes five full-time embedded crews working with Phillips 66 daily on a variety projects, including mainline, terminal and gathering maintenance and light construction. The project includes pipeline and refined products terminals from Odessa, Texas, to Douglas, Wyoming.

The multiyear Phillips 66 maintenance contract covers mainline maintenance and upgrades as well as pump stations, truck loading and tank farm facilities, along with crude and NGL gathering. Duties include but are not limited to turnkey ILI tool-run support, anomaly remediation and replacement, trap fabrication and installation, purging and cleaning operations, line lowering, third party crossings, line relocations with associated purges and stopple work, span remediation, bores, hydro tests, pipe replacements, valve set installation, idle existing lines and reactivation/repurpose of existing line and systems. The scope of work also includes civil and structural work inside facilities.

All Blackeagle employees are required to have and maintain the same level of OQ certification and safety training as their Phillips 66 counterparts. The division is spread over 800 miles. Blackeagle has responded to this challenge by placing crews with the required training and skill sets in strategic locations across the project.

To facilitate effective and efficient operations, all Blackeagle field supervisors participate weekly in schedule updates and project progress reports with their respective Phillips 66 counterparts to track safety performance, scheduling and cost/spend performance. This has resulted in an extremely safe and cost effective execution of their maintenance and small capital project needs.
